Sigin Bridge collapse following heavy rain
Daporijo, Aug 12: The Sigin steel bridge over the Sigin River connecting Daporijo to Ziro collapsed today at about 7 a.m. following incessant rain since last night. The bridge collapsed when a loaded truck bearing the registration number AS 01BC 5981 was plying over it. It snapped into two and fell into the rising waters along with the truck, which overturned in it. The driver and the handle man of the truck sustained only minor injuries and are reportedly safe. The District Administration under DC i/c Gejum Ete (ADC) stated that the Govt. and Deputy Commissioner have been informed about it and that the diversion Tadak Dulom Bridge is being made pliable for light motor vehicles so that the road and people living on the other bank are not cut off from the town.
The BRTF has assured the District Administration to restore the bridge within 15 days stating that the exact cause of the collapse is not known and can be ascertained only after dismantling the bridge and its thorough examination. (DIPRO)

Arunachal to pursue Centre on Autonomous Council: Khandu

Itanagar, Aug 12: Arunachal Pradesh Chief Minister Dorjee Khandu today assured to
pursue the matter related to creation of two Autonomous District Councils (ADCs)
in the state covering Tirap-
Mr Khandu’s assurance came after five legislators from Tirap and Changlang district raised a special mention in the Assembly this morning regarding creation of ADC with special reference to its present political, social and economic status.

Meanwhile, The thirteenth session of the Fourth Legislative assembly came to an end today. As the state prepares for election due in October this year, the Session ended on a quite note.

Master plan for Capital Region: The city development plan for Itanagar region has been prepared under JNNURM scheme for various infrastructure development of urban area, said PWD & UD minister Nabam Tuki while replying to a question raised by MLA Ngurang Pinch. He said the scheme regarding diversion of road, alternative roads and flyovers has already been incorporated in the city development plan adding that the department of Town Planning has notified various hierarchies of roads for regulating the width of the roads.

Zero hour: Minister RWD Chowna Mein while taking part in a Zero Hour discussion said that there is no scope for regularisation of administrative employees under National Rural Employment Guarantee Act. While responding to a Zero Hour discussion on regularization of service of staff under NREGA raised by MLA Nyato Rigia, Minister said that jobs would lasts as long as the Act continues as its is fully central government funded work. He said that state government has no other option then to follow the central guidelines.
Rigia while demanding regularization of 104 administrative employees of Upper Subansiri district called on the government to look for a mechanism to accommodate the employees on a regular basis. He expressed concern at the uncertainties of the employees once the scheme is completed.
Daklo Nidak suggested that employees of NREGA be merged with PRIs department while adding that salary be disbursed on time.

Colleges infrastructure: MLA Wanglin Lowangdong today press upon the state government to develop and sanction appropriate fund for completion of the college infrastructure at Khela, the permanent site for Wangcha Rajkumar Government College at Tirap district.
The MLA opinioned that the state government was not serious in establishing the college in the selected permanent site though deed of agreement has been signed between the administration and the villagers who had donated the land measuring 200 acres in 1997 and which subsequently has been developed with a girls’ hostel, administrative block and some class rooms.
Lowangdong said that its time for the concerned department to stop finding fault with the site and sanction appropriate fund so that public money is not wasted in constructing infrastructure at the temporary location at Deomali.
The education minister Tater Kipa informed the house that Rs 30 crore is required for completion of the college infrastructure at Khela and the state government cannot take the initiative due to paucity of funds.
He informed that Rs 50 lakhs was spent during this current year for construction of girls’ hostel at Deomali as students were facing acute shortage in accommodation. The government had to take the step to meet the urgent requirement, Kipa further added.
He further assured that as and when the fund position improves the government would provide the necessary fund for infrastructure development in the permanent college site.
Kipa also informed that state government has already approach DoNER ministry for Rs 2 crores each for infrastructural development in all colleges of Arunachal Pradesh under NLCPR.
Water Supply: Responding to a question of MLA Kipa Babu on Nyorch Project, PHED minister Lambo Tayeng said that people in Naharlagun township are facing problem as the scheme was supposed to feed 80,000 population by 2019 but the population has exceeded beyond estimated to 71,000 plus in 2009 itself.
He further said that the department is contemplating to bring out a compressive action plan for equitable distribution of water supply.
Tayeng further clarified that though Poma drinking water project is complete while the centre is yet to release Rs 46.77 lakhs as the department could not prepare the final bill and submit the utilization certificate.

Third party monitor: Replying to the question raised by the MLA J K Panggeng, chief
minister Dorjee Khandu said that the planning department has temporarily parked only
0.5 % of the project cost of each SPA scheme sanctioned during 2008-

Khandu comes clear on new district dispute
ITANAGAR, August 12: Arunachal Pradesh Chief Minister Dorjee Khandu while clarifying the controversy over proposed district headquarter of the new district “Lower Siang” which was approved in principle by the state cabinet on August 7 last disclosed that the cabinet never proposed any particular place for the district headquarter.
The cabinet approved, in principle, the creation of a new district namely “Lower
Siang District” and constitution of a High Power committee to examine the ground
realities and recommend the District Headquarter as also the boundary of the new
district, Khandu revealed. The new district will be comprised of Basar, Gensi, Kangku,

“Bandh calls will not give us the solution”, Khandu added and appealed to the agitating organisations to submit their say before the High Power Committee to be constituted shortly in order to help the committee to recommend the most suitable place for the district headquarter and the boundary of the new district. Arunachal sounds high alert on Swine Flu
ITANAGAR, Aug 12: Arunachal Pradesh Government has sounded high alert after the latest case of influenza A (H1N1) been detected in the neighbouring Meghalaya.
Chief Minister Dorjee Khandu assured all possible support and coordination from the state’s end to combat the contagious virus. He was discussing the matter with Union Defence Joint Secretary Ramachandru, who called on the chief minister this afternoon in his office chamber to chalk out plans and means to fight the dreaded virus.
Taking serious view of the alarming situation that is gradually engulfing the north eastern states also, Khandu emphasised for creating awareness on the contagious swine flu among the people of the state. He stressed for proper monitoring and timely health checkups for the people coming from out of the state so that the contagious virus which has already taken the form of epidemic does not engulf the state of Arunachal Pradesh. “The disease is new and people are in panic. Fortunately, in Arunachal we have not come across any patient having symptoms of swine flu so far. However, the State Government would take necessary measures and put in place testing equipments, medicines, isolation ward etc to take care of swine flu afflicted patients, Khandu assertively said.
Khandu requested the visiting Joint Secretary to impress upon the centre to provide adequate diagnostic equipments for the state to detect the virus. He also highlighted the need to equip all the hospitals of the state with adequate medicines for combating the virus.
Ramachandru while informing the Chief Minister on the steps being initiated by the Union Government to contain the situation said that lab for detecting the virus has already been established at Dibrugarh and if any case of swine flu is detected then the medicine could be made available in just 24 hours. He appreciated the Chief Minister’s positive gesture to contain the spreading of virus and assured all help from the centre, reports PRO to CM.

Meanwhile, the Arunachal Pradesh unit Nationalist Youth Congress (NYC) strongly urged the state government particularly to the Health & Family Welfare Department to take necessary actions by severely scrutinizing, restricting and limiting the entry of outsider into the state.
Those passengers coming from outside should be screened suitably in all entry point, NYC said and added that individuals coming inside Arunachal Pradesh must carry a certificate stating that they are free from Influenza AH1N1 so that swine flu virus does not spread in the state.
Government must pass a rule to strictly take measures against swine flu viruses. The swine flu deaths have been on the rise across the country and are escalating. Unless the entry points are properly checked, the precaution measures of the state government are meaningless NYC added.
KIBITHU, Aug 12: A Cultural meet in the form of a Fauji Mela was organized by the 20th Battalion The SIKH Regiment, 82 Mountain Brigade at Kibithu on Aug 8 as a part of weeklong Independence Day Celebration Programme.
The aim of the mela was to foster inter personal relation between Army, Civilians of the area, Govt officials and the civil population at large as also to know each other’s cultural treasures.

ITANAGAR, Aug 12: The much awaited Public Hearing on environmental clearance of Lower Dimwe Hydro – Electric Project concluded peacefully at Parsuram Kund Kund Mela Ground on Aug11last. The Hearing process conducted by Arunachal Pradesh Pollution Control Board and was attended at large by prominent Public leaders , Panchayat Bodies, GBs Villagers of all affected villages.

ITANAGAR, Aug 12: The State NCP Unit Arunachal Pradesh urged the district administration and the state government to immediately impose judicial ban order on the alleged large scale money gambling (Bolee) among the women of the twin capital complex.
The party further alleged that gambling is being practiced by the certain high class state government officials’ wives in the capital complex. The alleged women are involved in deceptive method to induce the innocent and poor local women to participate in the gambling process.
NCP said that this rare gambling method has been adopted in the state capital to loot hard earned money with criminal intention and to breach peace amongst families and society at large.

ITANAGAR, Aug 12: Itanagar Mahila Samiti of Arunachal Vikas Parishad and RamaKrishna Hospital, Itanagar jointly organized medical camp at Jote Village in Papumpare District today. 146 patients have been treated and provided medicines by Dr. Deyi, Dr. Namchoom and Dr. Nabagopal Chanda. Only genuine candidates should get chance
Madam,
I being a grass root level Congress party worker would like to draw the attention of the All India Congress Committee (AICC) president towards the following fact.
There are two types of candidates, namely, seasonal leaders and ticket dependent leaders who seek party tickets during election times.
The seasonal leaders are persons who declare themselves as public leaders during election time. They never visit public places during the time of natural calamities, epidemic and never take part in development activities for general public. They only appear during the time of election, seek party tickets and disturb the genuine public servants, who have been serving the people dedicatedly. These types of persons should not be issued the Congress party ticket as they will stand as main element for losing election.
The ticket dependent leaders have no grass root level supporters and they have no public recognition and self confident. They contest election if only get party ticket. This type of leader generally says, I will contest election if I get Congress party ticket. If party does not issue ticket, I will not contest. They depend only on party workers and other organizations. Recommendation of such candidate by state level party office bearers is also another cause of losing election by the party. They recommend their kith and kins but not the candidates having winning prospect.

to issue party tickets to genuine candidates with grass root level supporters for

The news clip appeared in Arunachal Times on August 12, regarding the withdrawal of support by the people of Namtok Circle of 53 Changlang North Assembly Constituency from Thinghap Taiju camp surprises every one.
It has been the habitual tactics of Wangia Pongte, the sitting MLA to engage some hired youths to write against a genuine and a real leader like Taiju, an aspirant contender from the same Assembly constituency when assembly elections knocks at the door.
There are great resentments amongst the general public for lack of development during his last 5(five) years tenure in this entire constituency.
The road linking Pongte's Yankan village is in depleted condition making it difficult

The economic conditions of the public, except his few relatives of 53 Changlang (North) are in a pathetic condition. There is no reason why fresh workers should join Pongte.
Some join Pongte’s camp for personal benefit only. The people of Changlang are regretting their decision and stating that "Pongte ko vote deke galti kiya”.
The six signatories of 12/08/09 paper release are all original workers of Pongte and they were never the supporters of Taiju. The statements given by them are false and misleading.

Madam,
The Gate way of North Eastern Region, Guwahati is quite comfortable to make a patient
to wait for continuous seven hours to check up for H1N1, a pandemic virus, who was
coming from Pune as appeared in several news media in the light of present turmoil
of Swine Flu. The State Arunachal Pradesh is also in deep slumber to be vibrant with
present scenario of the other parts of the country. They are not estimating, numbers
of people coming to the state from the places which have been declared Epidemic area
of Swine Flu. Such luke-
It must be accepted that the ‘State’ does not identify itself with physical power for its own sake; it is power to protect and to impart the highest welfare of the humanity. The protection and precocious measures would be more fruitful than to initiate welfare plans and programs to cure H1N1 virus infected patient in the state.
